In early 1990, G.J. Baker, Bill Weeks, & Tony Fay were contacted by the regional offices of the National Association of Real Estate Appraisers (NAREA) concerning starting a local chapter of the organization within the Colorado Springs area. Given a roster of local NAREA members, their collective response culminated in the Pikes Peak Chapter of the NAREA meeting for the first time on Wednesday, April 25, 1990 at the Ramada Inn. Twelve people were in attendance: G.J. Baker; George Berry; Robert Bills; Frank & Carmen DeSouza; Tony Fay; Dick Fox; Ed & Tena Kovitz; Bill Lieb; Dorothy Walker; and, Bill Weeks.

First order of business was to elect a board of officers. George Berry was elected President; Tony Fay was elected Vice President; Bob Bills was elected Secretary; and, Ed Kovitz was elected Treasurer. The goals of the organization were announced to be: provide a forum wherein appraisers could exchange ideas & address issues, receive information concerning new developments regarding the profession, and to engage guest speakers for each meeting to address the forum on appraiser related topics. The dues for membership in the organization were set at $25.00 per year.
